Every park Lehi works on should be broken into phases with various funding thresholds to permit modular development with the first phase being the minimum the park needs to be able to be used and to have the next phases built. Lehi has a lot of park space that has not yet been developed and, from what I have seen, it is because of complicated plans that don't end up being executed.

I think it would be good to set up a system where Lehi residents could directly fund park development through monetary donations. Since the parks serve a public purpose, those donations could second as a federal income tax deduction.
